While medical marijuana was legalized in Georgia, cultivation and use of the plant without a physician’s approval remains illicit. Georgia has allowed patients suffering from severe seizures and other illnesses to use cannabis oil since 2015. The state did not allow in-state cultivation, however, and thousands of individuals on the program’s registry risked defying federal law by transporting the drug across state lines. Advocates supported medical marijuana expansion, although the measure involved significant obsticals before cannabis oil could be manufactured and distributed in the state. Six private companies were permitted to grow medical marijuana, but the dispensaries could not operate without a state board license. April 17 marked Governor Brian Kemp’s historic signing of House Bill 324, which allows for legal cultivation and sale of cannabis oil in Georgia.

While circumstances surrounding individual drug use differ, statistics reveal that the proportion of Americans who use methamphetamine on a monthly basis has hovered in the range of .02 to .03 percent since 1999.
According to the National Institute on Drug Abuse, methamphetamine is highly addictive due to its potent action on the brain’s “feel-good” chemicals: dopamine and serotonin. Dopamine induces feelings of pleasure, reward, and motivation. Because methamphetamine significantly increases the brain’s levels of dopamine, the substance creates a euphoric rush when users ingest, inhale, or inject the drug.
Methamphetamine impacts the brain’s levels of serotonin, which is responsible for regulating mood, appetite, and memory. When the effects of methamphetamine subside, the brain is depleted of both dopamine and serotonin, creating feelings of depression and anxiety. Repeated use of methamphetamine leads to increased tolerance, causing users to require a higher dose to receive the same effect.
In 2018, Georgia Bureau of Investigation listed methamphetamine as the lead substance tested in the state crime lab.

Sheriff compares migrant invasion to an act of war
News November 16, 2018
HIAWASSEE, Ga. – Towns County Sheriff Chris Clinton reverberated recent concerns during a scheduled appearance before the Towns County Republican Party Thursday, Nov. 15, warning of what he believes are imminent dangers, particularly those attached to the migrant caravans swarming the southern U.S. border.
Sheriff Clinton maintained that the caravan is a choreographed invasion spun into play by left-wing operatives in an effort to gain a tighter chokehold on the future of America. The sheriff adamantly reiterated that violent gang members, specifically those affiliated with brutal El Salvadorian MS-13, are among the South American insurgents seeking entry.
The brazen sheriff stressed that the threat of political violence erupting, propelled by radical agitators, is a legitimate cause for consternation.
“Invasion is an act of war,” Clinton asserted, referencing 18 U.S Code § 2381, adding that government officials aiding in an insurrection are subject to charges, “Treason is punishable by death, but certainly you can’t hold office.”
Sheriff Clinton openly admitted that his unwaivering posture has drawn harsh criticism from detractors. “They hate Towns County. They hate me,” the sheriff stated, divulging that he has been accused of fear mongering, “I don’t do this job to keep me safe…I love America, I love Towns County, and I stand bold.”
In addition to speaking on gangs and the migrant caravan, Clinton discussed gun laws, the opioid epidemic, and the recent midterm elections.

Hiawassee Police Department – Year in Review
City Police, News January 31, 2019HIAWASSEE, Ga. – Hiawassee Police Chief Paul Smith presented the department’s 2018 activity statistics during the first city council meeting of the new year, Jan. 28.
In 2018, 1,142 traffic stops were conducted by Hiawassee Police Department, with the most activity occurring in July. Smith relayed that the summer spike was due to the Hands-Free Georgia Act. As a result of the traffic stops, 681 tickets were issued, 362 written warnings were given, and hundreds of verbal warnings were extended.
Last year, the city police department made 118 arrests, 21 of which were misdemeanor drug violations, and 16 were cited as felony drug offenses. The remainder of the arrests amounted to 11 felonies and 70 misdemeanors. According to data, there were 98 fewer arrests made in 2018 than in 2017. Likewise, fewer drug arrests occurred in 2018 than the prior year. Of the 118 arrests, Smith informed that 80 of the arrests were the result of traffic stops, accounting for half of felony arrests.
A total of 335 reports were filed in 2018, consisting of 205 incident reports, 87 accident reports, 32 miscellaneous reports, five domestic violence cases, and two juvenile reports.
While the statistics show that criminal activity has decreased, Hiawassee Police Department remains vigilant in their duties, a reasonable explaination as to why there has been a reduction in arrests. “It’s good to see numbers drop in law enforcement,” Chief Smith said.
