WASHINGTON, D.C. – U.S. Senator David Perdue (R-GA) spoke with Laura Ingraham on Fox News Channel’s The Ingraham Angle about how the Reforming American Immigration for a Strong Economy (RAISE) Act, would create a merit-based immigration system and eliminate the outdated Diversity Visa Lottery.
Merit-Based System: “President Trump called this out last year and I give him high marks. This year he is backing our RAISE Act that Tom Cotton and I put forward. He talked about it today. We want to go to a merit-based immigration system.”
Plagued With Fraud: “Let’s talk about this Diversity Visa Lottery. This is a big fraud. It is fraught with fraud itself. It has social security fraud. It has identity fraud.”
National Security Issue: “Worse than that, 30% of the visas given out under this system go to countries that have been identified by ICE as harboring and promoting terrorism. In fact, the third largest recipient country for these visas is Iran. This is an insidious program. It needs to go away tonight.”
Finding Common Ground: “What we want to do in a merit-based system is eliminate chain migration. This is based on the same conclusion that the Democrats came to under Bill Clinton. President Bush created a commission to look at immigration. They suggested a merit-based system and Bill Clinton supported it. This should be a bipartisan approach to this problem.”
Proven To Work: “Most countries have already moved to protect their borders, their national security, and to provide for their economic growth and they do that within the immigration system. Canada and Australia did this decades ago. They went to a merit-based system where they bring the right kind of people in today relative to the economy and we don’t. We have a family based chain migration system that has got to end.”
Growing The Economy: “This is the biggest difference since 1990 and the Senator Ted Kennedy idea. If you look at our historical immigration, they came in, assimilated into the community, they learned English, they developed the skills, and they contributed to the economy. What we have going today is this politically correct idea that calls for an open border.”

Senate Gets Down to BusinessBy: Sen. Steve Gooch (R – Dahlonega) Although the Senate was in session for only two days this week, my colleagues and I were very busy under the Gold Dome addressing budget proposals and a key piece of legislation on the Senate Floor. The week started with Joint Senate and House Appropriations hearings on the Amended FY18 and General FY19 budgets. Governor Deal kicked off the hearings which included several different agencies presenting their budget proposals. I am happy to say that the state’s budget continues to be in good shape, with the General FY19 budget topping $26 billion for the first time. The General FY19 budget proposals were drafted with an estimated 2.9 percent state fund growth and around 3.8 percent tax revenue growth over the Amended FY18 revenue estimates. Included in the General FY19 budget are increases in funding for education and transportation. The General FY19 budget addresses the needs for the state to meet determined employer contributions within the Teachers Retirement System with a proposed increase of around $364 million. Additionally, around $120 million would be appropriated for enrollment growth and training. Along with these positive changes in the General FY19 budget, an important proposal in the Amended FY18 budget is adding $15 million to purchase 194 school buses statewide. This will positively impact our students by ensuring that buses are not overcrowded. The state’s growing need to address transportation infrastructure is also addressed in the General FY19 budget. An additional $31.6 million in projected revenues resulting from House Bill 170 – passed during the 2015 Legislation Session – will be added to the Georgia Department of Transportation (GDOT) budget. I am very happy to see that a piece of legislation we passed a couple of years ago is still making positive impacts for GDOT. Along with attending the budget hearings and carefully reviewing the proposals for the Amended FY18 and General FY19 budgets, my colleagues and I took up a very important piece of legislation in Senate Chamber. On Thursday, the Senate passed the Supporting and Strengthening Families Act, also known as the Adoption Bill, or HB 159. This bill passed with bipartisan support and is now headed over to the House of Representatives for their review. Final passage of this legislation and a signature into law by the Governor would allow our state to update our adoption system which has been the same for nearly 30 years. The Senate’s version of HB 159 clarifies many of the laws regarding who can adopt, who can act as a legal guardian and the rights held by the biological parents before and after giving their child up for adoption. Additionally, the version the Senate passed on Thursday states that if an agency is not involved in a private adoptive process, living expenses cannot be paid. The only expenses that can be paid in a private adoption are medical and counseling. These are just some of the highlights of the Senate version of HB 159. As this legislation moves through the legislative process, my colleagues and I will work with the Governor and House of Representatives to ensure there is cooperation to address concerns anyone may have. It is imperative that we pass this legislation so that we can assist the large number of children who are in foster care and need a loving and stable home. The pace of the session is going to pick up quickly with standing committees beginning to hold meetings next week to vet legislation pending from last year along with new bills introduced this year. Accomplishing Job One: “We are already seeing growth. President Trump said job one was growing the economy. He focused on three things. First was the regulatory work. Last year, we reversed around 860 rules and regulations. Second was unleashing our energy potential. We opened up oil exploration in Alaska and addressed Waters of the U.S. and Clean Power Plan regulations. The third was tax. President Trump accomplished the three things he deemed important to grow the economy.”
Growing The Economy: “We have had two quarters of 3% growth and we’re about to have a third in my opinion. Now that we have tax in play we are going to see a continuation of this in 2018. The President has jumpstarted and grown this economy.”
Negotiating Fairer Agreements: “There are things that are problematic with NAFTA. They can be solved, and I think the President is focused on fixing those problems. We need a level playing field, and President Trump wants to have equal access to all of these markets.”
Fighting For American Interests: “President Trump is willing to take a risk to stand up for American interests. President Trump has made it clear that we know what’s important to the rest of the world because they’ve been telling us for 30 years. It’s high time we tell the rest of the world what’s important to American workers and American businesses.”
Recognizing Debt Crisis: “We’ve had four increases in the federal funds rate in the last 15 months. Even worse, over the last eight years during the Obama Administration when interest rates were fundamentally zero, they didn’t go long in our bond portfolio. The duration of most of our $20 trillion debt portfolio is under three years. So this is going to come rolling on our backs. If interest rates were at their 30-year average of about 5%, we’d be paying about $1 trillion a year in interest. That just isn’t going to happen on a $4 trillion budget. We’re in a crisis mode.”

“President Trump is right, the Diversity Visa Lottery Program is a problem and is plagued by fraud. Given these serious concerns, Senator Cotton and I have proposed eliminating this outdated program as part of the RAISE Act. While Senate Democrats originally created the Diversity Visa Lottery in 1990, many have supported legislation that would have eliminated it in the years since. I hope we can include this area of common ground as we work to fix our broken immigration system and strengthen our national security.”
Background:
- The Immigration Act of 1990, established the current Diversity Visa Lottery Program which was spearheaded by Senator Chuck Schumer.
- The Diversity Lottery is plagued with fraud, advances no economic or humanitarian interest, and does not even promote diversity.
- The Diversity Lottery is an arbitrary way to distribute the privilege of U.S. citizenship based on nothing more than the luck of the draw.
- The RAISE Act would eliminate the 50,000 visas arbitrarily allocated to this lottery.
NRA endorses David Shafer

BLUE RIDGE, Ga. – The National Rifle Association (NRA) continues to unveil their endorsements for the upcoming May General Primary, and the latest announcement revealed their pick for the next Georgia Lieutenant Governor, Senator David Shafer.

Shafer currently serves as a State Senator of the Georgia State Senate, a position he has held since first being elected in 2002. Shafer has also held the title of President Pro Tempore. He has had this designation since 2013 when his fellow Senators unanimously elected him to this position.
Shafer received a letter from the Chairman of the NRA’s Political Victory Fund Chris Cox. In this letter Cox noted Shafer’s work in Georgia in regards to protecting Second Amendment rights: “Nearly every Second Amendment bill in the last 16 years has had your name attached to it.”
“David Shafer is a voice for freedom and faithful friend to Georgia’s law abiding gun owners,” Cox said explaining the decision made by the NRA, “This endorsement is a reflection of his unwavering support for the Second Amendment.”
Shafer received the Defender of Freedom award from the NRA’s Institute for Legislative Action in 2013.
This award came after Shafer’s key role in passing Senate Bill 101 by an overwhelming majority in the Georgia Senate.
The bill essentially made what the NRA deemed as “several important changes to Georgia firearms laws”. Among these changes were increasing reciprocity for out-of-state concealed carry permit holders and preempting a ban on firearms in public housing giving residents the ability to defend themselves regardless of their economic stature.
Shafer has long held an A+ rating with the NRA Political Victory Fund and the NRA says of Shafer that he is “one of the nation’s strongest champions of the Second Amendment.”
“The framers of the Constitution intended for us to be able to defend ourselves,” Shafer said. “I am proud of my record fighting for the Second Amendment rights of every law abiding Georgian.”
The NRA’s endorsement is sure to pull some weight in the upcoming May General Primary. There are currently more than 100,000 active members of the NRA in the state of Georgia.
The May General Primary is scheduled to take place May 22, 2018. Voter registration deadline for this General Primary is April 23.

Fiction: There has been no transparency to this process. The entire process was hidden from the American people and pushed through at the last minute.
Fact: “Over the last few years, there have been over 70 open hearings in the Senate about changing the tax code. This has been a fully transparent process. I hear the rhetoric from the other side. This is all coming from the side who a few years ago had then-Speaker Pelosi say ‘you’ve got to pass the bill to see what’s in it.’ This has been an open process the entire time. This is regular order. It went through committee, where we had amendments offered. We’ll have amendments added to it tonight. All of this has been done in the light of day.”
