Is this individual technically labeled a fugitive of jusrice? I'm just a bit confused as to what constitutes one being labeled as one. I notice in about half of the posts in the paper on cases like this they are considered a fugitive of justice. How is that determined? Obviously there has to be some technicality that would warrant the label of fugitive on one of two very similar situations.
